Activity 1.A: Unconditional Food Assistance to Vulnerable Lebanese. SHEILD is responsible throughout the project implementation period for the delivery of in-kind food parcels to vulnerable Lebanese households in Beirut, South, and El Nabatieh. This includes door-to-door distributions for critical cases that cannot attend the distribution site, primarily elderly persons or persons with disability. SHEILD is also responsible for the emergency delivery of in-kind food parcels to displaced Lebanese households in the Beirut Southern Suburbs, South, and El Nabatieh. The distribution sites are identified and managed by SHEILD. Activity 1.B: Unconditional assistance to crisis-affected people in Lebanon, including Refugees. The scope of the partnership under the cash assistance to Refugees includes: • Monthly distribution of e-cards and PINs at accessible distribution sites. SHEILD is responsible throughout the project implementation period for the delivery of e-cards for Syrian Refugee Households in Beirut and Mount Lebanon, and for the delivery of e-cards and PINs in South and El Nabatieh. The distribution sites are identified and managed by SHEILD. • ATM site monitoring at BLF bank sites. SHIELD is responsible for monitoring specified critical ATMs for predetermined periods of time. The role of the monitoring is to ensure and maintain ATM access to all beneficiaries and to perform crowd management as beneficiaries redeem their assistance. • Conducting site process monitoring as follows: 1. Self-validation site monitoring at Liban Post and Cash United sites 2. MTO site monitoring at BOB finance shops 3. Outcome monitoring data collection in the form of household surveys and focus group discussions • Setting up and management of an outreach volunteers’ network. SHIELD is responsible for forming and managing a network of volunteers from the affected Syrian populations, in an inclusive manner considering sex, age, and diversity, to ensure accountability to affected populations. Volunteers will engage in community mobilization and sensitization of beneficiaries on various topics, including information on WFP assistance and entitlements, redemption processes, protection, gender-based violence (GBV), nutrition, and public health issues, based on the need, request and in close coordination with WFP. Implementation of cross-cutting activities under Activity 1A and 1B, as follows: • Protection and Conflict Sensitivity – The protection and PSEA focal point is responsible for supporting the implementation of protection mainstreaming activities and reporting on its outcomes, and is also required to engage in sectoral working groups (protection, PSEA, social stability) at a national or regional level. • Gender and Social Inclusion – The Gender and Social Inclusion focal point is responsible for supporting the implementation of Gender and Social Inclusion activities and should attend regular coordination meetings and trainings with WFP. • Disability Inclusion – The DI champion point is responsible for supporting the implementation of Disability Inclusion activities and should attend regular coordination meetings and trainings with WFP in addition to providing trainings and coaching about disability inclusion for program staff. • Nutrition – The nutrition focal point is responsible for supporting the implementation of Nutrition activities and should attend regular coordination meetings and trainings with WFP. The focal point will also be the liaison with outreach volunteers (OVs) for the malnutrition screening and referrals and will be responsible for the reporting and follow up on all nutrition activities.
